Alawadi did wear a hijab (a Muslim head covering) but there is no indication whatsoever that she was a terrorist. She was a law-abiding American citizen and her husband worked as a cultural adviser to the US military.

The two items of clothing that Martin and Alawadi were wearing at the times of their deaths are the tragic connection here.

Like Martin's hoodie framing him as suspicious, Alawadi's hijab marked her as a threat to the person who murdered her.
